The Department of Health and Human Services (HHS) has issued a proposed rule that would require health plans to certify that they comply with certain electronic transaction requirements of the Health Insurance Portability and Accountability Act of 1996 (HIPAA). HHS has indicated that these requirements apply to self-insured health plans.
