Dear Chairman Hatch, Senators, Congressmen, and Congresswoman Jenkins,

On behalf of The ERISA Industry Committee (ERIC), thank you for introducing the Health Savings Act of 2016. ERIC strongly supports your bill to enhance the utility and availability of Health Savings Accounts (HSAs).  Although we certainly hope that the 40 percent excise tax under the Affordable Care Act will never become applicable, we are pleased nonetheless to see that you have included in your bill a provision that would exempt HSA contributions from the reach of this tax.

ERIC is the only national trade association advocating solely for the employee benefit and compensation interests of the country’s largest employers. Consumer-driven health care is vital for ERIC members and their employees. HSAs represent a key avenue for employers and employees to work together to stop rising health care costs in this country, as well as promote and increase employees’ involvement in their own care.

In addition, the accounts provide American workers with the opportunity to save for medical costs through tax-preferred arrangements.
