The Senate plans to act on legislation to extend emergency unemployment compensation benefits that also includes an extension of the interest stabilization under MAP-21 and a provision allowing single-employer pension plans to pre-pay flat-rate premiums to the PBGC. House Speaker John Boehner, however, has expressed skepticism over the legislation as currently drafted.

The House is planning to consider legislation to raise the number of hours a person must work to be considered a full-time employee under the Affordable Care Act (ACA), while the Senate is set to approve a Medicare “doc fix” to prevent a 24 percent cut in physician reimbursements from taking effect. Meanwhile, today (March 31) is the last “official” day for open enrollment for the exchanges, although the Obama Administration has granted some flexibility for individuals who tried to enroll but could not.

On the legal front, the U.S. Supreme Court recently heard oral arguments in the cases concerning contraceptive coverage mandated by the ACA. The Court also issued an adverse decision in U.S. v. Quality Stores concerning whether severance payments made because of involuntary separation from employment are considered “wages” for FICA payroll tax purposes.
