Chairman's NQDC Mark

The "chairman's mark" that will be used for continued conference committee negotiations on the corporate/international tax bill (including nonqualified deferred compensation provisions) this week can be found on the Ways and Means Committee web site below.

Also available at the same site are descriptions of the "mark" prepared by the staff of the Joint Committee on Taxation.

The conferees met last night at 7 PM to receive the mark and resume their deliberations at 10 AM this morning in the main Ways and Means Committee hearing room. Conference chairman Bill Thomas (R-CA) wants to complete the conference by sometime tomorrow. Controversy continues over the tobacco buyout provisions where some Senators (of both parties) continue to threatened to filibuster the final bill if it does not allow for FDA regulation of tobacco products.

More analysis of the NQDC provisions will be provided as soon as possible. Any comments you have on reviewing the mark are welcome.
