Southern District Court Decision (Cooper v. IBM)

The Senate unanimously agreed to send H.R.3108 to the House with its amendments. . Senate Majority Leader Bill Frist (R-TN) said that Senate appointed conferees will be set at a ratio of 3 Republicans to 2 Democrats. Named as conferees in the Senate are Sens. Chuck Grassley (R-IA), Judd Gregg (R-N.H.), Mitch McConnell (R-KY), Max Baucus (D-MT) and Edward Kennedy (D-MA).

The bill had been held up over a dispute involving Democratic participation in conferences and earlier over inclusion of deficit reduction contribution and multiemployer plan relief. According to House Ways and Means staff, the Senate resolution was received too late for the House to act on it before Members left for the week long Presidents' Day recess. The earliest the House could to take up the resolution is when they return the week of February 23.
