The Treasury Department handed the business community a welcome surprise when the department announced it would delay enforcement of the shared responsibility penalties for one year until 2015, but some in Congress are questioning whether the Administration has the authority to make such a move.

And new questions continue to be raised every day as a result of the U.S. Supreme Court's ruling on the Defense of Marriage Act, while an ERIC Task Force is working to identify and unravel the implications of the decision.

Meanwhile, Senate Finance Committee Chairman Max Baucus (D-MT) and Ranking Member Orrin Hatch (R-UT) recently sent a letter to their Senate colleagues asking for input on comprehensive tax reform starting with a “blank slate” approach, but doubts are beginning to grow about whether this Congress can pull off such a major overhaul.
